<p>Bloody Hell, this morning when I went to my office I heard bad things happened. Again, they&#8217;re bombs (NOTE: BOMBS with &#8216;S&#8217;!!!) exploded in JW Marriott Hotel and Ritz Carlton Hotel. From many media went throughout this occasion, it was known that the bombs explode twice in JW Marriott Hotel and another in Ritz Carlton Hotel. AFAIK, there are ten victims; four of them are expatriates. Many things are related to this. First, JW Marriott Hotel is the hotel where Manchester United&#8217;s Players will spend the nights. Second, it&#8217;s about the political issue that Indonesian President&#8217;s Election is the trigger upon this occasion. Third, it&#8217;s pure (F*CK*N&#8217;) terrorism.</p>
<p>If it&#8217;s the MU tour that brings up this chaotic disaster, then maybe there are several people behind this who want to disgrace the LOC of MU Tour and make them take a big loss.</p>
<p>If it&#8217;s political issue; and just now Mr. President, Susilo Bambang Yudhoyono, exposed intelligent database as he showed some pictures of undermasked men were having gun training using his picture as a shooting target; then it&#8217;ll affect every aspect that Indonesia stand for. Economic, Social, Bilateral, Business, Inrastructure, and Politic itself.</p>
<p>If it&#8217;s terrorist; I think this is world&#8217;s major issue. Fight back or we (read: PEOPLE OF WORLD) will enter the darker side of human race.</p>
<p>I pray for the victims and the family they left behind. May God guide them to where they belong and put judgement on who start this disaster. AMEN!</p>

			<content:encoded><![CDATA[<p>Ada lagi nih event yang akan diadakan oleh teman-teman di Belitung Timur. Acara ini pastinya seru dan bermanfaat untuk pengembangan SDM. Sebenernya pengembangan SDM itu awal mulanya dari mana sih? Untuk jawaban itu sih banyak faktornya, tapi salah satunya adalah pengenalan minat, bakat, dan intelegensia pada usia dini sehingga bisa membentuk keahlian dan ketrampilan yang mumpuni di masyarakat.</p>

			<content:encoded><![CDATA[<p>&#8220;He&#8217;s a hero&#8221;, one said when others said that he&#8217;s a bad person and he must responsible with what he had done before.</p>
<p>H.M. Soeharto is the longest performed president of Indonesia. Thirty-two years governed Indonesia, he showed a stable country, good inflation control, low poverty, and security. But behind all of that, he was judged to be responsible of what he had done when he used his power of being president and held some tricks to corrupt the national fund. Local newspapers confirmed that at least 11 Foundation that he coordinates were in trouble when they were checked by Corruption Eradication Commission including Supersemar Foundation (last Foundation that was processed through law enforcement).</p>
<p>If you search through any seach engine out there, you can find that a lot of opinion about him. I don&#8217;t want to react so harsly to be pro or contra about this subject. I just want to show some facts as described below.</p>
<p>Not relying on <font color="#666600">Time magazine</font> reports but using 2004 data from the anti-corruption watchdog Transparency International the list reads:</p>
<ul>
<li>1. Suharto, 1967-98, Indonesia, $15-35 billion stolen, or 0.6%-1.3% of GDP.</li>
<li>2. Ferdinand Marcos, 1972-86, Philippines, $5-10 billion stolen, or 1.5%-4.5% of GDP.</li>
<li>3. Mobutu Sese Seko, 1965–97, Zaire, $5 billion stolen, or 1.8% of GDP.</li>
<li>4. Sani Abacha, 1993–98, Nigeria, $2-5 billion stolen, or 1.5%-3.7% of GDP.</li>
<li>5. Slobodan Milosevic, 1989–2000, Serbia/Yugoslavia, $1 billion stolen, or 0.7% of GDP.</li>
<li>6. Jean-Claude Duvalier, 1971–86, Haiti, $0.3-0.8 billion or 1.7%-4.5% of GDP.</li>
<li>7. Alberto Fujimori, 1990–2000, Peru, $0.6 billion, or 0.1% of GDP.</li>
<li>8. Pavlo Lazarenko, 1996–97, Ukraine, $0.1-0.2 billion, or 0.2%-0.4% of GDP.</li>
<li>9. Arnoldo Alemán, 1997–2002, Nicaragua, $0.1 billion, or 0.6% of GDP.</li>
<li>10. Joseph Estrada, 1998–2001, Philippines, $0.07-0.08 billion, or 0.04% of GDP.</li>
</ul>
<p><strong>The Independence</strong></p>
<p>Freedom is hard to obtain but even harder to maintain. Our forefathers fought and died for more than three centuries to obtain freedom which culminated in the declarati<span class="search_hit">on</span> of independence. Declarati<span class="search_hit">on</span> of independence in 1945 is a proclamati<span class="search_hit">on</span> that Ind<span class="search_hit">on</span>esians are free and sovereign. Since then, Ind<span class="search_hit">on</span>esians are unwilling to surrender their fate to anybody and are willingly resp<span class="search_hit">on</span>sible for acti<span class="search_hit">on</span>s toward Ind<span class="search_hit">on</span>esian kinsmen and other nati<span class="search_hit">on</span>als. We as Ind<span class="search_hit">on</span>esians want to be free in determining our own fate and the future of the nati<span class="search_hit">on</span> in our hand. It is our resp<span class="search_hit">on</span>sibility to maintain and cultivate this hard earned freedom for the betterment of all Ind<span class="search_hit">on</span>esians and the nati<span class="search_hit">on</span>.</p>
<p>Freedom can be maintained through equality. When freedom operates in chaos, the freedom will bare both negative and positive valuati<span class="search_hit">on</span>s. Freedom will be good <span class="search_hit">on</span>ly for the people that gain their own freedom by limiting others&#8217;. Respectively, it will be bad for the oppressed and the poor or those who have very limited freedom. Equality gives freedom a standard and boundary. This standards need to be defined, formulated, structured, and applied within the scope of a nati<span class="search_hit">on</span>.</p>
<p>Like freedom, equality needs to be obtained and maintained. In other words, after the independence the focus of our fight has been: to achieve equality for maintaining our freedom as a nati<span class="search_hit">on</span> and as individuals.</p>
<p><strong>New Order Regime</strong></p>
<p>Before the 1998 ec<span class="search_hit">on</span>omic crisis, the new order regime had successfully reduced <span class="search_hit">poverty</span>. The number of people living under <span class="search_hit">poverty</span> decreased dramatically from 50 milli<span class="search_hit">on</span>s to below 10 milli<span class="search_hit">on</span>s people between the year of 1976 to 1996 <a name="fnt__1" href="http://defendy.com/?p=10#fn__1" id="fnt__1">1)</a>. To grasp the significant of this achievement, <span class="search_hit">on</span>e needs to understand that within <span class="search_hit">on</span>ly 20 years the percentage of Ind<span class="search_hit">on</span>esians living below the <span class="search_hit">poverty</span> line decreased from 40% to <span class="search_hit">on</span>ly 10%. The human development index also increased significantly from about 0.465 to 0.682 during this period. Higher human development index indicates higher life expectancy, better health and nutriti<span class="search_hit">on</span>, and higher educati<span class="search_hit">on</span> level and literacy. The life expectance was <span class="search_hit">on</span>ly 41 in 1976 and it was raised to 66 years in 1996. UNDP (2003) <a name="fnt__2" href="http://defendy.com/?p=10#fn__2" id="fnt__2">2)</a> reported that 87% of Ind<span class="search_hit">on</span>esians are literate.</p>
<p>New order regime has showed us that <span class="search_hit">poverty</span> can be reduced al<span class="search_hit">on</span>g with significant increase in the quality of life through policies that focused <span class="search_hit">on</span> providing the poor equal access to basic social needs such as: health, educati<span class="search_hit">on</span>, and access to ec<span class="search_hit">on</span>omic activity. The regime provided free clinics specifically to increase mother and children nutriti<span class="search_hit">on</span>, gave c<span class="search_hit">on</span>sultati<span class="search_hit">on</span> to pregnant woman through KB program (planned family), and served basic health need to everybody. The regime also sought out labor intensive investment and provided easy access especially for the poor to get land, capital, specific skills, and infrastructure <a name="fnt__3" href="http://defendy.com/?p=10#fn__3" id="fnt__3">3)</a>.</p>
<p>The poor were the early focus of the new order regime and they were identified as people living below certain income and nutriti<span class="search_hit">on</span> levels. Because of these limitati<span class="search_hit">on</span>s, the poor are unable to gain equal access to the basic social needs. Without outside help, the poor will be trapped in <span class="search_hit">poverty</span> for generati<span class="search_hit">on</span>s. By focusing <span class="search_hit">on</span> providing job and basic social needs, the new order regime practically gave the poor households a social security. When a household has a social security through l<span class="search_hit">on</span>g term employment and good health, the household no l<span class="search_hit">on</span>ger dwells in <span class="search_hit">poverty</span>. The household now can focus <span class="search_hit">on</span> obtaining good educati<span class="search_hit">on</span>, increasing income, and generating saving for future needs. Overtime, the poor will be able to stand by their own foot, to fight for equal access by themselves, and to determine their own fate or freedom.</p>
<p><strong>1998 Ec<span class="search_hit">on</span>omic Crisis</strong></p>
<p>The ec<span class="search_hit">on</span>omic crisis has rapidly und<span class="search_hit">on</span>e the new regime successful record <span class="search_hit">on</span> <span class="search_hit">poverty</span>. Overnight, the people living below the <span class="search_hit">poverty</span> line increased to the same number as pre-1970. There are more than 50 milli<span class="search_hit">on</span>s people living below the <span class="search_hit">poverty</span> line and this number will increase with the soaring prices of the basic staple needs <a name="fnt__4" href="http://defendy.com/?p=10#fn__4" id="fnt__4">4)</a>. The ec<span class="search_hit">on</span>omic crisis led to the collapse of the Ind<span class="search_hit">on</span>esian financial, political, and social instituti<span class="search_hit">on</span>s. Although the situati<span class="search_hit">on</span> is getting better, the impacts still can be felt and Ind<span class="search_hit">on</span>esians still must work hard to restore and strengthen all these instituti<span class="search_hit">on</span>s.</p>
<p>The ec<span class="search_hit">on</span>omic crisis revealed the failures of the new regime to resp<span class="search_hit">on</span>d to the credibility crisis and the limited extend of the regime development programs. The regime credibility crisis was sparked by shameful and selfish acts by <span class="search_hit">Soeharto</span>. For example, November 1, 1998 the regime announced to close 16 banks. However, a bank owned by <span class="search_hit">Soeharto</span>&#8216;s s<span class="search_hit">on</span> was still allowed to operate under a different name. 15 major projects under c<span class="search_hit">on</span>tract with companies owned by <span class="search_hit">Soeharto</span>&#8216;s s<span class="search_hit">on</span> were still funded while all other major <span class="search_hit">government</span> projects were halted. His daughter and cr<span class="search_hit">on</span>ies were included in the <span class="search_hit">government</span> ec<span class="search_hit">on</span>omic reformed efforts although they are unbelievably incompetent and corrupt. <span class="search_hit">Soeharto</span> selfish acti<span class="search_hit">on</span>s diminished the credibility of <span class="search_hit">government</span> commitment to ec<span class="search_hit">on</span>omic reform and in the end led to the evaporati<span class="search_hit">on</span> of most foreign and liquid domestic capitals from Ind<span class="search_hit">on</span>esia. Ind<span class="search_hit">on</span>esians suffered to this very day because of his unbelievably selfish act.</p>
<p>The ec<span class="search_hit">on</span>omic crisis also exposed the limited extend of the regime development programs. The facts that ec<span class="search_hit">on</span>omic crisis hit the poor the most should validate the unequal development performed by the regime. Labor compensati<span class="search_hit">on</span> can be singled out for having the largest set back. The labor wage decreased by almost 40% in 1998 and has seen very sluggish recovery since. The labor wage is still lower than the pre-crisis wage. Both educati<span class="search_hit">on</span> and health services to the poor have also experienced a major set back and have yet to recover to pre-crisis c<span class="search_hit">on</span>diti<span class="search_hit">on</span>s.</p>
<p>The unequal development programs carried out by the regime can be clearly seen by the increase in percentage of poor people as the regi<span class="search_hit">on</span> is further away from the capital city. Less than 5% of Jakarta populati<span class="search_hit">on</span> is living under <span class="search_hit">poverty</span>, while more than 45% of Papua populati<span class="search_hit">on</span> is poor. Similarly, there is also a significant c<span class="search_hit">on</span>trast in <span class="search_hit">poverty</span> level between the villages and cities. In general, more villagers are living under <span class="search_hit">poverty</span> line than those living in the city.</p>
<p>The limited reach of the development carried out by the new order regime was due to a more centralistic hold of power. The poor which c<span class="search_hit">on</span>centrated in regi<span class="search_hit">on</span>s further away from the capital city did not able to voice their c<span class="search_hit">on</span>cerns neither in local nor in nati<span class="search_hit">on</span>al arena due to limited access to the political process. <span class="search_hit">Government</span> legislati<span class="search_hit">on</span> no. 5 1974 and the following legislati<span class="search_hit">on</span> no. 45 1992 showed the unwillingness of the central <span class="search_hit">government</span> to divulge political power. The central <span class="search_hit">government</span> not <span class="search_hit">on</span>ly limited the political power but also circumvented massive administrative headache to the local <span class="search_hit">government</span>. <span class="search_hit">On</span> top of that, the central <span class="search_hit">government</span> vacuumed all local resources both their natural (oil and mines) and physical (land and tax) resources.</p>
<p>Comparing with its legislative predecessors, <span class="search_hit">government</span> legislati<span class="search_hit">on</span> no. 22 1999 can be c<span class="search_hit">on</span>sidered a breakthrough. Although the legislati<span class="search_hit">on</span> still c<span class="search_hit">on</span>tains few administrative holes such as the role of governors and central <span class="search_hit">government</span>, the legislati<span class="search_hit">on</span> divulges political power al<span class="search_hit">on</span>g with financial and administrative resources to the local <span class="search_hit">government</span> in county level (kabupaten). This legislati<span class="search_hit">on</span>, when properly carried out, can really increase local participati<span class="search_hit">on</span> in the political process and create more equal access to power, financial resources, and public services. More importantly this legislati<span class="search_hit">on</span> can in fact build a more free and civil society through out the entire nati<span class="search_hit">on</span> in the l<span class="search_hit">on</span>g run.</p>
<p><strong>Less<span class="search_hit">on</span>s Learned </strong></p>
<p>Looking back at the success and the failure of the new order regime in combating <span class="search_hit">poverty</span>, <span class="search_hit">on</span>e can deduce three important less<span class="search_hit">on</span>s. First, the <span class="search_hit">poverty</span> can be dramatically reduced when right policies that focus <span class="search_hit">on</span> the poor are implemented. The new order regime in its early years was very dedicated in combating <span class="search_hit">poverty</span> by using two strategies. The regime first strategy was to utilize the main asset of the poor, which is their labor, by creating incentives for labor intensive businesses. The sec<span class="search_hit">on</span>d strategy was to provide equal access to health, educati<span class="search_hit">on</span>, and ec<span class="search_hit">on</span>omic systems. These two strategies were successful in reducing <span class="search_hit">poverty</span>.</p>
<p>Sec<span class="search_hit">on</span>d, the new order regime basically set a standard definiti<span class="search_hit">on</span> of equality at least for the Ind<span class="search_hit">on</span>esians. Equality means equal access to political power, health and educati<span class="search_hit">on</span> services, and ec<span class="search_hit">on</span>omic systems. By giving equal access to power and basic public services, the social security is guaranteed and the <span class="search_hit">poverty</span> will be diminishing. Unfortunately, the new order regime did not hold true to its promises at the end. This betrayal caused the nati<span class="search_hit">on</span> dearly and in 1998 pushed us to the lowest point of Ind<span class="search_hit">on</span>esian history since 1966.</p>
<p>Third, without equality freedom will not be attainable. The centralistic policies carried out by the new order regime resulted in the limited access to people residing in regi<span class="search_hit">on</span> further away from the capital. This policy became more apparent during the last years of the regime. The segmentati<span class="search_hit">on</span> of access was not <span class="search_hit">on</span>ly based <span class="search_hit">on</span> regi<span class="search_hit">on</span> but also based <span class="search_hit">on</span> race, religi<span class="search_hit">on</span>s, and relati<span class="search_hit">on</span>ship by <span class="search_hit">Soeharto</span>. Ec<span class="search_hit">on</span>omic development and political aspirati<span class="search_hit">on</span>s of majority of the people were tightly c<span class="search_hit">on</span>trolled. The freedom was limited to the <span class="search_hit">Soeharto</span>&#8216;s selected few.<br />
<strong>Renewed Call</strong></p>
<p><span class="search_hit">Soeharto</span> ran the country with ir<span class="search_hit">on</span> fist but he successfully maintained order, carried out ec<span class="search_hit">on</span>omic liberalizati<span class="search_hit">on</span>, and secularized the country by oppressing the right wing (Islamic) movement. Not <span class="search_hit">on</span>e nati<span class="search_hit">on</span>al leader post <span class="search_hit">Soeharto</span> was able to match his accomplishments and to lay out a visi<span class="search_hit">on</span> to lead Ind<span class="search_hit">on</span>esia out from this slump. This is very alarming. People will reminisce the old days and would welcome a dictator and trade away their freedom. The dictator can come in many forms; let it be in the form of charismatic leader or extreme belief systems originated in radical Islamic movement.</p>
<p>Radical ideas breed faster especially am<span class="search_hit">on</span>g poor people. They are the <span class="search_hit">on</span>es who feel the urgency and want changes the most. With almost <span class="search_hit">on</span>e-third of the populati<span class="search_hit">on</span> living below <span class="search_hit">poverty</span> line or in danger of <span class="search_hit">poverty</span>, radical ideas spread like fire in a field full of dry bushes. The situati<span class="search_hit">on</span> is very urgent and alarming to this very republic, to our livelihood, and to our nati<span class="search_hit">on</span>. Almost 30% of the country&#8217;s parliamentarians (DPR members) describe themselves as Islamic politicians. This tidal wave of Islamic movement will threaten the secular character and breed other movements that will produce horiz<span class="search_hit">on</span>tal c<span class="search_hit">on</span>flicts and promote disunity.</p>

<p>A three-judge panel of the Supreme Court, led by Army Major General German Hoediarto, along with M. Taufik and Bahauddin Qoudry, found on 31st August Time Asia Inc. guilty of tarnishing the good name of former president Suharto over a report in its May 1999 issue, and fined the magazine proprietors 1 trillion rupiah, or $106 million.</p>
